ROMANIAN - FRENCH STRATEGIC PARTNERSHIP 04/02/2008 |

On Monday, the French president Nicholas Sarkozy was in Bucharest for a few hours, on his first official visit to Romania since he was elected. Together with his Romanian counterpart Traian Basecu he signed a strategic partnership agreement, the first such agreement between France and an east European country. The partnership was established for a five-year period and it is going to be extended successively for similar intervals. During the talks with Romanian officials, Sarkozy also tackled the issue of Kosovo, the Serb province inhabited by a predominantly Albanian population, about whose independence Romania has showed reticence. Another topic of discussion was the situation in Chad, currently affected by rebel fighting, where some 120 Romanian military will be deployed. Romanian president Traian Basescu:
"From a political point of view, the visit was very significant. WE talked about the implementation of a strategic program, about establishing a strategic relation between France and Romania. The visit took place against the positive background of the Romanian –French relations, just a few months before France will take over the presidency of the EU. France will have Romania’s full support in putting into practice the objectives of its presidency, which starts on July 1st."
The strategic partnership covers priority fields such as political dialogue and economic development, academic and scientific mobility, the free movement of people, European defense and security. The French president also gave a speech before the Romanian parliament, and had talks with Prime Minister Calin Popescu Tariceanu. On the same day, the Romanian parliament’s agenda included the ratification of the Lisbon treaty, presented as one of the French president’s successes in re-launching Europe. Nicholas Sarkozy stated that he wanted to render the old and powerful friendship between France and Romania more dynamic. He voiced hope that a new stage will be reached in the partnership with Romania, the 7th largest country in the EU and an active member of NATO, since it will host the Alliance’s summit this April.
“I am certain that my visit to Bucharest, about which I had only nice memories from the time when I visited it as Interior Minister, back in 2002, and also the meeting I had with president Basescu, will further harmonize our ideas and beliefs, in the run up to France’s taking over the 6 month presidency of the EU, President Sarkozy said.
As for the agenda of the NATO summit due in Bucharest in April, Sarkozy said that France’s two major objectives in the field of defense were the development of an effective European policy and re-launching the relationship with NATO.
