“I will keep track of arbitrary restrictions imposed against Romanian citizens on the labour market and I will act accordingly, in order to present the European Parliament with a firm stance on the matter. This is a fundamental right for European citizens and that is why we need to make it a reality.” These are some reassurances given by Romanian Euro-MP Monica Iacob-Ridzi, recently appointed rapporteur for the 2007-2010 Action Plan for European labour market mobility. The MP will have to come up with solutions both for eliminating the barriers imposed on this market by certain member states and for reciprocal recognition of social and retirement rights. Solving these issues is even more important for Romania, considering that 12 community states have imposed restrictions on Romanian workers and European institutions have an important say in whether the member states’ requests to prolong or end transitory periods will be approved or rejected.

A significant number of Romanians left to work in EU member states and many of them face difficulties regarding social protection. Some EU countries do not recognize their right to pension and state contributions payments, and some won’t acknowledge qualifications obtained in Romania.
Moreover, Romania must identify solutions to make up for the labour deficit in the Romanian economy, which studies show totals some 100 thousand workers. One option would be for Bucharest to employ foreign workers – an option which owners’ associations support, at the same time warning that the work force deficit will endanger the proper use of European funds for infrastructure development. On the other hand, trade unions say that introducing cheap workers onto the Romanian market, especially from non-EU member states, would have a negative impact in the future. From the beginning, trade unions have supported the Government’s plans to reduce the number of work permits issued for foreigners by 2,000, starting in 2008.

Economic analysts point out that the work deficit should definitely be made up for in the short term, but that this must be done with caution. According to Liviu Voinea, manager of the Applied Economics Group, “facilitating foreigners’ access to the Romanian labour market, but not in very large numbers, would be the best solution so as to prevent economic competitivity and productivity from falling any further. But in the long term, this measure could backfire, because when you import a labour force, you also import whole communities, brining with them their own social issues.”
