Producers of packaging waste will pay less than half a euro for one kilogram of waste. The contribution is compulsory because minimum targets have to be met as regards the capitalization, incineration and recuperation of energy through global recycling, the Romanian environment minister, Laszlo Borbely, explained.
Aircraft operators will pay 100 euros per ton of carbon dioxide if they do not return the certificates for green-house gas emissions corresponding to the emission of noxious substances into the atmosphere for the previous year. The money will be channeled into an environment fund and will be used for bicycle lanes and forestation, given that large wooded areas have been carelessly deforested.
The Environment Ministry will be able to use part of these sums for finalizing the closure of some decant ponds and of other polluting sources as well as for ecologizing contaminated sites.
The money obtained from the polluters’ taxes will also be used by authorities to implement the air-quality monitoring program.
From the drivers’ point of view, a long-awaited environmental decision is related to the new value of the first registration fee for second-hand cars, a fee that becomes effective as of 2011.
The government postponed the decision for next week, but the increase in the amount of this fee for cars older than 8 years is a fact. Minister Borbely pointed out that the rise in this charge would be applied to all older cars, irrespective of the engine capacity, according to the Euro standards and added that a 20 up to 50% rise in the first registration fee is necessary to restrict entry into Romania of used and highly polluting second-hand cars.
According to statistics 120 thousand second-hand cars have been brought to Romania over the past year, many of which are older than 10 years. Anticipating an imminent decision, a record level of second-hand cars was registered in November this year, namely more than 26 thousand cars; the value is by 80% higher as compared to the same month of last year.
Actually in September, when the authorities announced the rise in the car fees, registration of used cars reported significant growth. The second-hand car dealers fear that the rise in the pollution fee will make the purchase of such cars unprofitable, which will stop imports.
