The Romanian President insisted that both political sides should acknowledge the fact that Romania is facing an imminent economic slump unless the laws instrumental linked to meeting the conditions for disbursing a new installment of the IMF loan are passed.


They are the 2011 state budget law, the pension law and the law of the single payment scheme in the public sector. Leaders of the ruling coalition made up of the Liberal Democratic Party, the Democratic Union of Ethnic Hungarians in Romania and the National Union for Romania’s Progress made it clear they had the political will to enforce those laws in due time.

President of the Liberal Democratic Party, PM Boc: “At present, the ruling coalition has the full political will to finalize the most important law packages that are currently being debated by Parliament. This must be achieved by the end of the year, so that starting 2011, Romania should have an approved state budged on the one hand, and, all requirements linked to international organizations be fully met on the other.”



The Social Democratic Party in opposition honored the president’s invitation. However, its position differed to little extent from that of other parties in opposition, the National Liberal Party and the Conservative Party.


The Social Democrats, the Liberals and the Conservatives promised they wouldn’t go easy on parliamentary debates regarding the 2011 state budget. In their view, shared by certain economic experts, the approach to the 2011 state budget is unrealistic and unprofessional, encumbering education, the health-care system and the local administration with unacceptable costs.


As regards the pension law, the Social Democrats alongside their partners in opposition expressed their unwillingness to forget and forgive the fraudulent vote leading to the emergence of a law whose content is extremely controversial. Having been sent back to Parliament by president Basescu, the law thus stipulates different retirement ages for men and women, as the president wanted, although the Liberals applied to the Constitutional Court, challenging an alleged gender-based discrimination regarding the social security contributions.


As concerns the law of the single payment scheme, once the executive has chosen to assume responsibility in order to step up its passing, the Opposition is ready for a no-confidence vote over the law. Looking at the figures, the Government benefits from a parliamentary majority enabling it to stay in power, also allowing the passing of the 2011 budget law.


Should no surprises arise and should the Constitutional Court rule in favor of the pension law, then all requirements ensuring the maintenance of the agreement with the IMF will be met.
