The Danube Strategy Gets More Concrete 10/12/2010

The European Commission has presented its proposal for a new strategy for the Danube Region and its 115 million inhabitants, a document that might be adopted in the first half of next year. The strategy suggests the setting up of the second macro-region of the Union, after the Baltic Sea area.


Measuring over 3000 kms in length, the Danube- the second largest river of the continent after Volga- crosses 14 states, 8 of which, Romania included, are EU members. The action plan included in the EU Strategy for the Danube Region is mainly aimed at improving river transport and mobility, developing and promoting tourism while protecting the environment by means of projects on water treatment and preservation of biodiversity.


Developing the research capacity, harmonizing education systems, using the social capital and boosting the business environment are also projects meant to ensure the prosperity of the region. Another pillar of the strategy refers to the consolidation of the region in terms of security and fighting organized crime.

Viorel Ardeleanu is the coordinator for Romania of the Danube Strategy: “Not all countries are equally interested in all four pillars. Romania and Austria are indeed interested, but other countries in the region prefer a certain pillar given the specific characteristics of the respective country. Hungary, for instance, sees as a priority the pillar on environment protection, water quality and bio-diversity”.

Romania is, alongside Austria, the initiator of the European Strategy for the Danube Region. If states with a stronger economy such as Germany and Austria are concerned about the observance of environmental standards by the Danube riparian countries, newer EU states focus on the region’s economic development.


Viorel Ardeleanu: “The action plan was divided into 11 priority fields. Of these, Romania is mainly interested in navigability because the Danube covers more than 1000 kms of its territory. Romania is also interested in the protection of the environment, mainly in the protection against extreme phenomena such as floods and drought and it also wants to focus on the high tourist and cultural potential of the Danube basin. “


Given the lack of further funds that would have led to the implementation of the strategy, there’s need for a greater harmonization of the programs adopted by the states in the Danube region, which should boost the impact of the 100 billion euros made available to the region in the current fiscal year, the EU officials concluded.
