THE ROMANIAN STAND ON THE INDEPENDENCE OF THE KOSOVO PROVINCE 21/12/2007 |

The Romanian Parliament on Thursday passed a Declaration pleading for continued moves to be undertaken for a negotiated settlement of the issue of the Albanian-dominated Serb province of Kosovo. The Romanian Parliament took into consideration the maintenance of a reinforced climate of security in the region where Romania is also situated, as well as Security Council Resolution 1244 providing for bases to be created for an autonomous administration of Kosovo with minority rights being guaranteed, within Serbia’s borders.
The Romanian Parliament proposed the holding of a EU summit to reach a joint stand on the Kosovo issue, also aiming at the European and Euro-Atlantic integration of the West Balkan states. The Romanian Parliament recommends to officials in Bucharest to take into account the precedent at regional and international level, in case a unitary stand is taken on a possible unilateral proclamation of Kosovo’s independence, as well as the responsibilities assumed by Romania as a NATO and EU member state. Foreign minister Adrian Cioroianu, a member of the National Liberal Party reconfirmed that Romania would not recognize a unilateral proclamation of Kosovo’s independence:
“Let us make it clear that no pressure has been put on Romania so far. We are not in a blockage minority at the EU level. We are taking part in a debate that will go on for a few months.”
Mircea Geoana, the leader of the Social Democratic Party, the main opposition party in Romania, drew attention to the conditions in which Romania should join the EU peace-keeping force that Brussels had decided to send to the Serb province.
“Romania’s possible participation in the peace-keeping force in Kosovo must exclusively take place under the international law and on the basis of an explicit approval of Romania’s Parliament.”
The Romanian Parliament passed the Declaration after the meeting of the UN Security Council, that reached no conclusion on the Kosovo file. Serbia stands for continued negotiations, being supported by Russia, its traditional ally while the Albanians in Kosovo, the USA and the European members of the Council believe that there are no prospects for a compromise to be reached. In Pristina, the decision on the unilateral proclamation of Kosovo’s independence has been postponed, Kosovo’s leaders wishing that move to be undertaken in close coordination with the EU and the USA.
