UNDER WHAT TERMS WOULD ROMANIA RECOGNISE AN INDEPENDENT KOSOVO? 18/12/2007 |

Following failed negotiations between Belgrade and Pristina on the future status of the Serb province of Kosovo, with a majority Albanian population, the international community is making increased effort to solve this issue. Pristina had initially said that it would unilaterally proclaim its independence once the deadline set for talks, namely December 10th, has expired. The European Union called on Pristina to postpone this decision until after presidential elections in Serbia, on January 20th. Until then, a EU peace keeping mission will arrive in Kosovo. Romania might also contribute troops to this mission.
At the end of last week’s meeting of the European Council, Romanian President Traian Basescu stated that in the matter of the Kosovo province Romania had always acted according to its national interest:
“A potential unilateral independence of Kosovo cannot be recognized by Romania and the reasons for this position are already known, as we have stated them many times. The lack of a Security Council resolution, the failure to observe the fundamental international legal principles of territorial integrity, border security and the European principle, and no collective rights for minorities.”
During a visit to the Serbian capital city, Romanian foreign minister, Adrian Cioroianu, gave reassurances that Bucharest would not recognize a unilateral declaration of independence of the Kosovo province and that it would support a negotiated solution, backed by the UN Security Council. On Monday, minister Cioroianu briefed Romanian MPs from the foreign policy commissions on the developments in international diplomacy concerning the Kosovo issue:
“We are dealing with a situation which is evolving constantly. Even the Kosovo leaders have changed their stand. If until now they were talking about a unilateral declaration of independence, now they are talking about a coordinated declaration of independence. Under the circumstances, it is sufficient to say that Romania will not be one of the countries to acknowledge it, should Kosovo declare its independence.”
It is possible for the Romanian Parliament to pass a declaration specifying once again Bucharest’s official stand and calling for a special European summit to deal with the Kosovo issue.
