For most Romanians, their country is the most corrupt in the European Union. There are only three countries on the continent that are worse than Romania, and at global level, out of the 60 countries included in the Global Corruption Barometer developed by Transparency International, there are only six perceived as more corrupt. According to the study, more than half of Romanians believe that official efforts to combat corruption are ineffective. In their view, the most corrupt institutions are parliament and political parties, followed by the judiciary, the police and the health care sector. This brings Romanian into line with many other countries, as the barometer shows that the over 60,000 subjects of the survey see parties, parliaments and courts as being the most corrupt institutions. This, however, is hardly any consolation for the Romanians who admitted to having given more bribes in 2007 as compared to 2006. The head of Transparency International Romania, Victor Alistar, told us why this has happened:

"There has been no focus on prevention and combating corruption at administrative level. In other words, the focus has been on sanctioning, without implementing measures aimed at creating a healthy environment. And this is how we get to the question: “Have you bribed somebody in order to get access to public services?” And the answer to this question is yes in an overwhelming number of case: one in 3 Romanians in 2007, as compared to 1 in 5 in 2006. This is happening because of the lack of administrative control mechanisms, and the use of faulty procedures used when people need certificates, licenses or access to education and health-care services. We have focused on issues that look very good on paper and in newspapers and not on the issues that are really important to people.”

Will this report affect the Romanian economy? Victor Alistar again.

“Definitely, because international rating agencies always take corruption into account. Moreover, this phenomenon is carefully analyzed by foreign investors. When corruption is high, the risk for their businesses is also high. High corruption is also an indicator that human rights are not observed as they should. Though we usually think of corruption as stealing, it is also a violation of the right to good administrative services and the limitation of access to high quality, fair and effective services.”
