The Reform of the Educational System in Romania under Spotlight 28/10/2010

Eternally enduring so-called reforms, partially run, initiated or claimed by all those who have led the system, the Romanian education continues to struggle in a state of underperformance. It is an obedient guinea pig, preparing for a new challenge, meaning a new law. Described by the people in power as revolutionary, bringing domestic education up to modern standards, the law is harshly criticized by the opposition and trade unions in education, which said it was disastrous.

Education minister Daniel Funeriu said that if the bill passed, quality education and eradication of political influence in the system would finally become reality. Funeriu is ardently supported by PM Emil Boc, who said that, once the new law is put into effect, “Romanian teaching will enter a new era, in which things that are useful in life will be learned, and not mechanical repetitions, which the present, obsolete, textbooks are asking for”.

Among the innovations brought by the law is the obligation to attend a year of pre-kindergarten, to attend school until the 10th grade, and making 9th grade part of the gymnasium cycle of education. High school will have three years, and the selection of students will be made based on their portfolios, with the possibility of holding entrance exams as well.

New teachers in the system will have an obligation to have a regular and a higher degree in teaching, as well as a year of apprenticeship with an experienced teacher. They will no longer gain their promotions in the system, as they have done so far, but rather in each educational unit where they wish to teach. What is certain is that the reforms so far, no matter how ambitious, resulted in the fact that no Romanian university is among the top 500 in the world.
