A historic moment was seen in Lisbon this week: the culmination of six years of effort, EU leaders agreed on a new Treaty aimed at reforming the organization. The document will replace the Constitutional Treaty, rejected by France and Holland through a referendum. The new Treaty is designed to speed up decision-making within the EU, that now totals 27 members following Romania’s and Bulgaria’s accession on January 1st 2007. Romanian president Traian Basescu attended the Lisbon summit. After the conclusion of the agreement, the Romanian president said.

“What is important is that the content of the future Treaty was agreed upon down to the last detail and that after six years, the Union has the instrument it needed to develop from an administrative viewpoint and at the same time, to create a basis for future waves of enlargement. The Treaty is going to be signed in Lisbon on December 13th.”

The prosecutors’ section of the Superior Council of Magistracy has turned down the request for Doru Tulus, chief prosecutor of the Section for fighting corruption within the National anti-Corruption Directorate, to be dismissed. The recommendation of the Superior Council of Magistracy has a consultative role, president Traian Basescu having the last say. Justice Minister, Tudor Chiuariu, said he would forward the request for the dismissal of Doru Tulus to the head of state, because in his view, the report of the legal inspection of the Superior Council of Magistracy had revealed very serious problems. This week, the Superior Council of Magistracy also designated the five judges who will make up the special presidential commission set up to look into accusations of offenses carried out by government members. The activity of the commission was suspended two weeks ago, after the Government amended the law on ministerial responsibility through an emergency ordinance. According to the new regulations, the commission can only include magistrates.

The magistrates of the High Court of Cassation and Justice decided to send the Zambaccian file back to the National Anti-Corruption Directorate, in which former Social Democrat Prime Minister Adrian Nastase and his wife, Dana Nastase, are being investigated for bribe taking and receiving undue benefits. The whole prosecution process undertaken so far has been declared null and void because of a procedural flaw, as prosecutors don’t have the necessary approvals to investigate an MP that was once a government member. Adrian Nastase’s prosecution started that after in January 2005, former Justice Minister, Monica Macovei, altered the Law on ministerial responsibility so that former ministers could no longer enjoy immunity. In July, however, the Constitutional Court decided that the ordinance which modified the Law on ministerial responsibility violated the Constitution.

Romanian trade unionists are unhappy with the fact that the government drafted the 2008 budget without their consultation. They want an increase in the minimum wage to reach 550 lei, otherwise they will start protest actions. Employer’s Associations want the minimum wages established by the government and the wages negotiated in each filed to be unified; salaries should be calculated by the hour, in line with the EU legislation. Labour Minister, Paul Pacuraru, who started talks with the representatives of trade unions and employer’s associations, believes that a salary increase above the 450 lei suggested by the government would have a negative impact on the economy, since it would create inflationary pressure.

In Bucharest this week, one hundred exhibitors from 15 countries are participating in the international weapons and military equipment fair “EXPOMIL”. The exhibits cover a wide range of systems and equipment for ground and air forces, for the navy, for command, control, communications and information, equipment for internal security, for the fight against terror and the defence of public order, protection, safety, as well as survival and risk equipment. Romania wants a complementary anti-missile protection system made by NATO to complete the American programme concluded with Poland and the Czech Republic. The statement was made on the occasion of MILREX 2007- the largest military drill to take place in Romania after 1990; the drill, involving the participation of more than 8000 troops, took place simultaneously on three shooting grounds in the centre and south east of Romania.

Romania’s national football team have qualified for the final tournament of the European Championship in 2008, thanks to their two-nil win over Luxembourg and the one-all draw in the game pitching Bulgaria against Albania. Romania, ranking first in qualifying group G, with 26 points, is the fourth country to enjoy qualification, after Germany, Greece and the Czech Republic. Switzerland and Austria, organisers of this year’s edition of the European Football Championship have automatically qualified for the competition.
