The minority government made up of the National Liberal Party and the Democratic Union of Ethnic Hungarians in Romania, headed by Calin Popescu Tariceanu, has remained in office after the failure of the no-confidence motion introduced by the Social-Democratic Party in Parliament. They were just 12 votes away from passing the initiative, also backed by the Democratic Party and the Liberal-Democratic Party, which would have triggered the overthrow of the cabinet, accused of, quote “incompetence and inability to promote social measures and absorb European funds”. unquote. The vote has been described by the president of the Chamber of Deputies, liberal Bogdan Olteanu as, quote “the normal result of Parliament’s distrust in the arguments set down in the motion”. un quote. In exchange, the leader of the main opposition party, the Social-Democratic Party, Mircea Geoana, blamed “the cowardice of certain MPs” for the result.
“I regret this outcome, which is a failed opportunity for Romania to find a better government and a new beginning. In terms of the vote, it is clear that the cowardice of certain MPs allowed the government to survive. Those MPs are members of several parties, who were afraid either of early elections or of another political configuration.”
Faced with a new beginning, the government has set itself short-term objectives. Liberal Prime Minister Calin Popescu Tariceanu has announced that it will start negotiations with all political parties to make sure that the 2008 state budget is passed by Parliament.
Pensioners in Romania have received good news. The government has decided to increase pensions two months earlier than planned, and the changes will come into force on November 1st 2007. Prime Minister Calin Popescu Tariceanu:
“The budget surplus to be transferred to the pension budget by the end of the year will be equally distributed for November and December and will be given as a supplementary pension as of November 1st.”
At the proposal of the Justice Ministry, the government has amended the Law of Ministerial Responsibility through an emergency ordinance. The law concerns the members of the new special Commission for approving the prosecution of ministers. They will be judges, appointed by presidential decree, at the proposal of the Superior Council of Magistracy. Prime Minister Calin Popescu Tariceanu explained that the decision amending the law was taken to avoid conflicts of interests. The Commission members were until now appointed by the Justice and Interior Ministers.
In Rome, Romanian immigrants in Italy have protested against being unfairly labeled as criminals, despite their honest work in that country. In another development, the Romanian Foreign Minister, Adrian Cioroianu has expressed anxiety about the high crime rate among Romanians in Italy, a phenomenon that damages Romania’s image abroad. He has called on the Romanians’ associations in Italy to denounce the offenders and help the police detain their guilty co-nationals. Italian Prime Minister Romano Prodi has given assurances that his government will not change its open door policy on immigration. He has expressed his belief that the in-flow of immigrants from Romania and Bulgaria will decrease, since living standards in those countries are on the rise.
This week, Romania has become a member of the European Police Office, Europol, which according to Bucharest, confirms that the institutional and operational abilities of the Romanian police measure up to EU standards. The Europol National Unit will take action to fight the traffic in people, drugs, nuclear and radioactive material and will combat financial offenses. Romanian police officers will have direct access to Europol’s computerized system.
It has been a black week for Romanian football. Romania’s champions, Dinamo Bucharest, failed to qualify for the UEFA Cup groups, though on Thursday they defeated IF Elfsborg 1-0 on the Swedes’ home ground. In the first leg, Dinamo were defeated 2-1 at home. Rapid Bucharest have also failed to qualify for the UEFA Cup groups after a 2-draw against the German team F.C. Nurnberg at home. In the first leg, the score was a nil-nil draw. On Tuesday, Romania’s vice-champions Steaua Bucharest were defeated 1-0 at home by Arsenal London, in a match within group H of the Champions’ League. In their first match in the group, Steaua were defeated 1-2 by the Czech team Slavia Prague on the latter’s home ground.
