The national tests which graduates of the 8th form have been obliged to take so far will be replaced by written examinations taken each semester- Education Minister, Cristian Adomnitei announced on Wednesday. This measure will come into force as of the new school year to start on September 15th. Students' access to high school will be based on the average mark obtained at the three or four (in the case of minorities) common topic written examinations taken each semester and on the overall average of the school marks pupils got in the 5th to 8th forms.
Education Minister Adomnitei said the national tests were anachronistic exams that failed to certify the pupils' competence and explained that 14 year old children were not prepared to take an exam that will actually influence their future. In another move, under a draft law initiated by the Education Ministry, the children of those Romanians who are employed by European Institutions will benefit from free tuition in schools abroad provided by Romanian teaching staff. Depending on the number of Romanian students Romanian language sections will be created and teachers will be seconded to those schools based on a contract.
At present there are 14 such European schools in Italy, Belgium, Germany, the Netherlands, Spain, Great Britain and Luxembourg. In these schools the education process consists of three cycles: pre-school, primary and secondary education. The European baccalaureate is recognised in all EU countries as well as in countries such as Switzerland and the US. But the bad news is that education is still a problem in Romania itself: there is no transport of students to schools due to the lack of transportation means, education institutions are not ready for the new school year, many teachers living in villages or smaller towns have gone to Spain to pick fruit and vegetables. The reason why they chose to do that is that the salary of a Romanian teacher is by far exceeded by that of a person without a university degree who works abroad. Not to mention that the status of teachers in Romania is highly controversial and that the education law in Romania is changed by each government coming to power.
