THE AMERICANS AND THEIR BASES IN ROMANIA (09.08.07)

By the end of this year, the US will have invested over 60 million USD in the modernisation of the air base in Mihail Kogalniceanu, in the south-eastern county of Constanta. Washington has already contributed 25 million dollars to works for modernising the airport's infrastructure and communication equipment, intended to raise the standards of the military base to those at the Trapani base, in Italy.

Our correspondent, Radu Dobritoiu has the details.
"Unlike the Mihail Kogalniceanu base, the NATO owned base in Trapani, Sicily, can only accommodate 200 military personnel. The official opening of the Mihail Kogalniceanu base will take place late this month and there are some 1000 soldiers expected to arrive afterwards. The base will be able to host 15 hundred soldiers, who will carry out 6 month rotating missions. There will be an infantry battalion and some 10 F16 aircraft during the first stage of operation, when a Romanian – Bulgarian – American drill, called Proof of Principle, will take place here. In Sicily, the development of the base used by the Italian air forces and NATO started back in 1986. The investment made by the Alliance and the presence of its army in the area have contributed to the prosperity of local companies and people. 14 hundred people work for this military base. Annual procurements in the Italian base stand at over 50 million Euros, run through some 210 Italian companies in the region."

The same thing will happen in Romania, and the American presence in the region is a development opportunity for the area and an opportunity for people to increase their earnings. The US military will be stationed not only at Mihail Kogalniceanu, but also at the Babadag, Smardan and Cincu bases. US and Romanian officials say that both countries will benefit from US presence on Romanian soil. US and Romanian soldiers are learning to train together and gaining experiences that can be used in times of need. Romania's eastern neighbour, Russia, has a different view, though. It used, among other pretexts, the US presence in Romania to suspend its participation in the treaty on Conventional Forces in Europe. The US, however, clearly stated from the very beginning that it has no intention of increasing the number of US troops in Europe. It only wants to establish advanced military positions, in order to be able to have a more rapid response in supporting international security.
