The Romanian PM attended the European Council meeting in Brussels.

The energy policy and fighting tax evasion were the main issues tackled Wednesday at the European Council meeting in Brussels, where Romania was represented by the PM Victor Ponta. The president of the European Council, Herman van Rompuy, said that one of the issues the heads of state and government agreed upon was the diversification of resources, which should guarantee that no country relies on one energy source or one energy supply route alone. Another issue under debate was the exploitation of shale gas, which according to experts could reduce Romania’s dependence on Russian gas imports by 10%. As regards fighting fraud and tax evasion, the EU leaders pledged to reach an agreement on the exchange of fiscal information by the end of the year. Tax evasion and money laundering cause annual losses in Europe of almost one thousand billion euros.

The European Agriculture Commissioner, Dacian Ciolos, is on a visit to Romania.

The European Commission will encourage landowners, as of next year, to surrender the plots of land that they don’t work to active farmers, the European Agriculture Commissioner, Dacian Ciolos, announced in Bucharest. He underscored that the measure would be funded from European money. On the other hand, the European Commission decided that milk bottles should bear an origin label. The Commission will also make an assessment to establish what type of labeling will have a bigger impact. That is why the European Commissioner urged the Romanian farmers to create a national brand for dairy products. Dacian Ciolos estimates that Romania can become an important player on the grain market in Europe if it uses its agricultural output to consolidate its position in the region. In order to modernize agriculture, one needs sectoral programs and money, and although Romania has European funds at its disposal, farmers say they cannot use them because of excessive bureaucracy.

The Romanian Senate approved the modification of the referendum law.

The Romanian Senate approved, by a large majority, the modifications to the Referendum Law. The law will be forwarded to the Chamber of Deputies, the decision maker in this case. The amendments lower the minimum required turnout level from 50% to 30% of the total number of voters, and this applies to all types of referendums, including the referendum on the impeachment of the president and on the revision of the Constitution. Under another amendment, the result of the referendum will be validated if the valid votes account for at least 25% of the number of voters on the permanent electoral lists. According to the current referendum law which is about to be amended, 50% plus one of the citizens on the permanent electoral lists need to vote so that a referendum may be validated.
