Motorways in Romania |

Although rated as a priority of all governments in the past two decades, motorways are slow to build in Romania. According to the National Statistics Institute, with its current 530 km Romania ranks among the last countries in south-eastern Europe in terms of road coverage. But without investments in this sector, Romania stands no chance to develop.
Since the fall of communism in 1989, only 400 km of motorway have been built in Romania. Substantial delays in construction works are reported for other segments, exceeding the most pessimistic expectations and trying the nerves of motorists. One of the most damaging contracts signed by the Romanian state in the past 24 years will be cancelled early next week, the minister delegate in charge with large-scale infrastructure projects, Dan Sova, has announced. This is the contract signed in 2003 with the American company Bechtel for the construction of the Brasov – Bors motorway, dubbed the Transilvania Motorway.
The works should have been completed by the end of 2012, and the contract value was 2.2 billion euros. Sova explained that since 2004, when the project was launched, Romanian authorities have paid over 1.4 billion euros to the American company, which only built 52 of the total 415 km. Moreover, the Romanian state owes another 50 billion euros to Bechtel. The contract was actually re-negotiated twice, in 2005 and 2011, on which occasion a number of irregularities and provisions that are disadvantageous for Romania were made public.
The so-called “Sun Motorway,” which connects the capital city to the Romanian Black Sea coast, was only completed in November 2012. For 2013, authorities plan to open another 140 km of motorway. On Thursday, the winners of the tenders for the building of the 72-km long Lugoj-Deva motorway were announced, more than 9 months since the start of the procedure.
As much as 85% of the investment is covered from non-reimbursable EU funds. The works must be completed by December 31st, 2015, otherwise Romania will lose the European funding. The minister delegate in charge with large-scale infrastructure projects, Dan Sova, says that until 2016 two new motorway sections will be finalized, namely Comarnic – Brasov and Craiova – Pitesti, in addition to the Bucharest southern ring road. The three concession projects are under way, and the contractors of the works will be selected by the end of this year.
