According to the message conveyed by the Romanian President Traian Basescu on Europe’s day, the biggest challenge of the moment is politicians’ capacity to convince citizens that the European projects is still the only one that can guarantee a peaceful and prosperous living and Romania’s integration into the EU must continue, even if it entails an additional transfer of national sovereignty. In his message, the Romanian Foreign Minister, Titus Corlatean said that Romania’s main motivation in its journey towards the EU was the awareness of its belonging to a community of values that it had been separated from for over half a century. Several events were organized in Romania to celebrate Europe’s Day. In Romania, May 9th is also Independence Day. In 1877, the then Foreign Minister, Mihail Kogalniceanu, proclaimed in Parliament the independence of the Romanian state from the Ottoman Empire.
Romania’s Government hails the reconfirmation by Standard&Poor’s of Romania’s BB+ credit rating for long term financing and B for short-term debts, with stable prospects. On Thursday, Standard &Poor’s reconfirmed the ratings but it maintained Romania in the speculative or junk category, not recommended for long term investment. In a communiqué issued by the American agency, Romania’s ratings are limited by the relatively low level of the GDP per capita, by the institutional framework, which is still under development, by its vulnerability to external shocks and by the high level of foreign debts. Standard & Poor’s analysts expect a sustained economic growth in Romania in 2013 – 2015.
The Romanian Transport Minister, Relu Fenechiu, said on Thursday, after the opening of the documents for the pre-qualification for the privatization of CFR freight that the offers were eligible. The largest private operator of rail transport in Romania, an US company and a joint venture between a Romanian firm and an Austrian investment fund submitted applications for the purchase of the majority share package. Fenechiu said that they will be analyzed to see if all conditions are met, after which negotiations will be held based on preliminary offers. The last stage will be a closed tender. The starting price for the tender is approximately 180 million Euros. The winner will be announced in mid June. The privatization of CFR freight is one of the commitments made by the Romanian government to the IM, the EU and the World Bank.
The Prosecutors’ Department of the Higher council of the magistracy in Romania on Thursday endorsed all proposals for the leadership positions at the Prosecutor General’s Office, the National Anti-corruption Directorate and the directorate for the investigation of organized crime and terrorism. Tiberiu Nitu was endorsed for the position of Prosecutor General, Laura Codruta Kovesi for the position of chief prosecutor of the National Anti-Corruption Directorate and Alina Bica for the position of chief prosecutor at the Directorate for the investigation of organized crime and terrorism. According to the law, the endorsements made by the Higher Council of the Magistracy, which are advisory, will be submitted to the Justice Ministry on Friday. The one that can validate the appointments is the head of state. Proposals were made last month by the Social- Democratic Prime Minister Victor Ponta, and triggered fierce debates within the ruling center-left alliance.
The Romanian Constitutional Forum will draft the report on the proposal for amending the constitution. So far, the Forum has gathered thousands of amendment proposals, which will be synthesized after talks with Venice Commission experts and will be submitted to the parliamentary commission that will draft the new Constitution. The proposals were debated on Wednesday and Thursday in Bucharest by the national bodies involved in the constitution revision process and representatives of the Venice Commission. One of the issues that the power wants to solve is the clarification of the relation between state institutions, in particular between the president, the Prime Minister and Parliament. The Secretary of the Venice Commission, Thomas Markerts, said that the constitutional reform process was a response to last year’s political crisis in Romania, related to the referendum on the impeachment of president Traian Basescu.
