Under the law, all applications will be solved until 2017, cases in which restitution in kind is possible having priority. When that is impossible, compensations will be given and taxes will be levied on litigious rights. In the case of schools and hospitals, the owners have to keep the destination of the dwellings for 10 years. The proposal was declared unconstitutional by the Court. The main provision of the statute is a 10% cut in the allowance for MPs in a conflict of interest. The sanction is to be applied for 3 months at the most, with the endorsement of the Permanent Bureau of the Chamber the respective MP belongs to.
