The main provisions of the bill include restitution in kind, where possible, but only to former owners and their heirs, as well as financial compensation in the form of annual instalments. The opposition criticised the bill and threatened to introduce a no-confidence motion if the bill is passed or challenge it at the Constitutional Court. The changes introduced by the new bill were made at the request of the European Court of Human Rights, which has been stormed by Romanian plaintiffs in cases of this nature.
