Land and buildings nationalized in communist Romania will be returned only to the former owners or their descendants, reads the new draft law regarding the return of seized properties, for which the government will assume responsibility before Parliament on Wednesday. Prime Minister Victor Ponta claims that the previous provisions benefited those who purchased the litigious rights, to the owners’ detriment. The amendments to the law regarding the properties abusively confiscated by communists were brought as a result of the many complaints filed by Romanian citizens at the European Court of Human Rights. The damages to be paid to the former owners account for 70% of the state’s debts and will be paid in installments. The owners’ associations have criticized the much too delayed start of payments, namely 2017.
