Starting on Monday, the Romanian health care system introduces the co-payment system for in-patients with national health insurance. According to Health Minister Eugen Nicolaescu, co-payment is meant to eliminate fictitious in-patients in hospitals. He specified that patients only have to pay once a small fee of 5 to 10 lei, around 1.2 Euro, upon release. Exemptions from this tax are applied to chronic patients in national health programs, children under 18, pregnant women, pensioners with small incomes, and people with disabilities. Patients taken under care in emergency situations are also exempt. Several other products and services have higher taxes levied on them starting on Monday.

17 people were detained by organized crime prosecutors in Calarasi, in south east Romania, in a bank fraud case. The damage to the state may be as high as 20 million Euro. According to magistrates, starting in 2005, an organized crime group formed taking out loans under false pretenses. The core members of the group had borrowed money from loan sharks, paying back their debts with bank loans obtained with false documents.

Hundreds of employees from Oltchim chemical works in Ramnicu Valcea protested at the company’s headquarters, outraged at the decision of the legal executor to fire around 1,000 people. The employees have also protested all along last week, blocking traffic on a national motorway. At another large industrial complex, Ductil Steel Otelul Rosu steel mills, employees also protested in anger towards a decision to fire 430. Union representatives meet this week Minister of Industries Varujan Vosganian to discuss the situation in the two units.
