Romania has made progress in the reform of the judiciary in the first six months after joining the European Union, but it must implement the measures adopted. This is one of the findings reached by the European Commission in its first progress report after Romania's accession to the European Union, a report released in Brussels on Wednesday. According to the document, sustained efforts are further required in order to bring to justice the persons who infringe the law, particularly those involved in high-level corruption.
The National Anti-Corruption Department has worked in a professional and impartial manner, said European Justice Commissioner Franco Frattini, but the courts of law are lagging behind in issuing decisions in high-level corruption cases. A positive development for Romania has been the passing in early May of the law on the establishment of the National Integrity Agency, which has competence to check dignitaries' wealth, cases of incompatibility and conflicts of interests. In Bucharest, the report has been appreciated as fair.
President Traian Basescu said that the document gives an objective picture of the developments, particularly in areas such as the reform of the judiciary and the fight against corruption, and expressed his belief that Brussels would further back the activity of the Romanian State institutions. In turn, PM Calin Popescu Tariceanu said:
“The report clearly states that the Government of Romania is committed to carrying out the reform of the judiciary and cleansing the system of corruption”. The report also acknowledges the fact that the Romanian authorities are showing will and determination in all areas covered by the report, preparing the necessary legislation, plans and programmes of action. The report clearly mentions that a proposal to apply the safeguarding clause is not necessary”.
Justice Minister Tudor Chiuariu said, with reference to the European Commission report:
“It is a positive report and in my opinion this is the most important thing. The report mentions progress in all four areas monitored. Considerable progress has been witnessed regarding the National Integrity Agency, but insufficient progress as regards the fight against high-level corruption”.
The Justice Minister also said that he would consider the recommendations put forth by the European Commission and would work out an action plan for the fight against corruption and the reform of the judiciary. The next European Commission report is due in 2008. (Leyla Keamil)
