“After Voicu, the flood” is the headline today in the daily paper Romania Libera, prompted by Thursday’s arrests in the high profile corruption case revolving around Social Democratic Senator Catalin Voicu. The new characters of the tragic comedy which the domestic media has dubbed the local mafia television show are themselves stars of public life: Florin Costiniu, judge with the High Court of Cassation, and businessmen Costel Casuneanu and Marius Locic. They are suspected of conspiracy to commit influence peddling and buying favors. The paper asks itself ‘What is the connection between the three?’, and answers curtly: ‘Voicu and the National Anti-corruption Directorate’. In short, the daily newspaper Adevarul writes, they are ‘brothers in bribe and shackles’.
A venerable standing judge on the highest courts, professor and, ironically, the author of an ethics textbook for magistrates, Costiniu has allegedly used his influence with his fellow judges on Casuneanu’s behalf, but at Voicu’s behest. The same Voicu is alleged to have been bribed 30 thousand Euros by Locic. The latter is said to have paid the bribe for the judge to use his influence with the police so that charges of fraud against him would be dropped. Bursa, a newspaper for business people, prefers not to get dragged into the whole mafia comparison, and simply informs that the two businessmen, Casuneanu and Locic, have been placed under detention by the National Anti-Corruption Directorate. The two seem to be heavy names in the business world.
With a wealth estimated at over 280 million Euros, Casuneanu is in the top 23 richest Romanians, and is famous for being the sweetheart of all governments of Romania when it comes to winning contracts to lay asphalt, even though Romanian roads are in a sorry state at all times. According to newspapers, he has one of the most luxurious homes in Romania, while his son owns the only Bugatti Veyron in the entire country. Locic’s wealth is estimated at 15 million Euros, made mostly in the real estate business, with investments in football teams and the tabloid press. The daily Evenimentul Zilei headlines: ‘The Voicu ring: who fell and who’s left’, predicting that ‘prosecutors could continue to detain politicians and police officers in relation to the Senator’s case’. The newspaper Gandul concludes that ‘this is a classic case, with all the ingredients of a corruption file’, but is more careful, saying that ‘the ingredients have to convince judges as well, because from detention to conviction there’s a long and difficult road’.
