ROMANIAN EDUCATION, BETWEEN REFORM AND CHANGE 08/04/2010

The ruling Liberal-Democrats and their allies in the executive have taken a lot of flak from the Liberals and the Social-Democrats for the situation in Romania’s education system. They even tabled a simple motion with a suggestive title - ‘Education, from survival to collapse’. The parties that introduced believe the situation worsened as a result of the government’s lack of strategic vision, transparency and appropriate management.

Although rejected by the Senate, some of the sore points identified by the document include scarce resources and investment in education, the massive lay-offs based on arbitrary criteria, as well as small wages for teachers resulting from the unified wage law for state employees. In another development, Education Minister Daniel Funeriu says the signatories of the motion only want to drag the ministry into an anachronistic political battle. Daniel Funeriu:

"The real stake is the modernization of the education system. And no matter how big the political stakes are at the moment, the ministry I lead has a duty to defend even higher stakes, those represented by students, parents and teachers.”

Minister Funeriu has rejected accusations made by the opposition and made an appeal for constructive debate over the education project. The unions in the education system are angry and threaten with further protests, saying they would even go so far as to freeze the school year. According to the protesters, the full certification of teachers under the current legislation - which the government wants to amend - ensures stability and current jobs. Liviu Pop, secretary general of the Federation of Free Trade Unions in the education system:

"From our point of view, there is no argument for getting rid of the present certification system in Romania’s education. It means that 170 thousand certified teaching staffers will be tied to a certain school, which runs the risk of being closed down. So we have to check who is making the evaluation and if those making the evaluation are competent.”

Prime Minister Emil Boc announced that the new education law will be introduced by the government in the first day of next week, so that it can be submitted to vote on the same day in the Chamber of Deputies.
