Efficiency in ten years: this, at least, is what education minister Daniel Funeriu claims; he has put the education bill forward for public debate, thus answering those skeptics who believe that there’s not enough time to pass the law before the start of the parliamentary holiday. The education minister spoke about some of the changes to be brought about by the new education law.

”We believe that compulsory education should last until age 16. We also believe that early education, namely reception classes, should be included in the compulsory education system. The curriculum will focus on developing competencies, on developing the child’s capacity to use information and not only to memorize it.”
Trade unions are reticent about the draft education law, saying that it was not discussed with teaching staff first and that the deadline for public debate is too short.

The president of the “Spiru Haret” Federation, George Isvoranu:

“The ministry has kept this draft law secret and the deadline for public debate is too short. If the deadline is only two weeks, it means that the draft law might reach parliament without being amended in light of the proposals made by the local trade union representatives.”

Trade unions have decided to protest against the authorities’ announced decision to lay off 15 thousand teachers and the government’s refusal to provide teachers with the rights they were granted in court.

The education trade unions’ discontent has resonated with the parliamentary opposition parties.

The Social Democratic senator, Ion Man, has criticized taking the reception class from the kindergarten education system and incorporating it into the primary system, and also the addition of the 9th grade to the secondary school system. He believes the initiators of the law have failed to understand that teachers are not ready for this change. Ion Man:

“The top priority of the education minister should have been the resolution of these problems and entering into dialogue with teaching staff, and not forwarding to the government a law that was not publicly debated at all.”

In fact, the trade unions have announced, as part of their protest, that teachers will not register pupils’ grades as of Monday, and on the 22nd of April they will organize an all out strike in preparation for further protests. Under these circumstances the school year may well have to be frozen.
