The Visa Regime for Moldova and the Balkans

Titus Corlatean Over the last few years Romania has been advocating Moldova’s European aspirations. Once again our country has displayed consistence in its unconditional support for its Eastern neighbour. Romanian Foreign Minister Titus Corlatean has persuaded his EU counterparts that Moldova deserves to enter the second phase of the Action Plan on visa liberalization. On Monday the Romanian official attended the EU Foreign Affairs Council in Luxembourg, where he presented a letter drafted by Romania, Bulgaria, the Czech Republic, Hungary, Latvia, Lithuania, Estonia and Slovakia, calling for the liberalization of visas for Moldovan citizens.


Titus Corlatean explains what that means:


Titus Corlatean: “This move translates as a series of legislative and institutional measures that need to be enacted at national level. There are still issues related to passports, biometric data, but it is already a huge step forward towards a major decision regarding the relaxation of the visa regime and the free movement of Moldovan citizens. However, the Republic of Moldova still needs to solve a number of issues”.


The Romanian official also said the deregulation of the visa regime would be indicative of the EU’s acknowledgement of the progress reported in Moldova over the last years. Moreover, EU Commissioner for Enlargement Stefan Fule, also present in Luxembourg, in turn recognized the indisputable progress made by the pro-Western coalition in Chisinau since they came to power in 2009. The line of reform fostered at home by the pro-European coalition have been furthered by equally extensive diplomatic negotiations with European and US authorities.


Whereas visa liberalization may seem a daring objective for the Republic of Moldova, five Balkan states that already enjoy this privilege, Serbia, Montenegro, Macedonia, Bosnia-Herzegovina and Albania have been eyed by the European Commission. The executive body in Brussels has warned that it may reintroduce visa for the citizens of the aforementioned countries due to the massive flow of asylum requests filed by their citizens upon arrival in Member States.


Germany, Austria, Belgium, France, Luxembourg and the Netherlands have voiced complaints about the exponentially increasing number of abusive asylum requests and, as such, have demanded that visas be made compulsory again.
