The Dilemmas of the Vocational Baccalaureate |

President Traian Basescu has sent the law on the introduction of the vocational baccalaureate starting with the 2012-2013 school year for re-examination by Parliament. According to the president, introducing this version of the baccalaureate exam after the start of the new school year and its insufficient regulation will affect the quality the education activity and next year’s baccalaureate exams. The president also argues that having a new type of exam will reduce the value of the Romanian baccalaureate both domestically and abroad, with this diploma being too easy to obtain and having little relevance.
The idea of a vocational baccalaureate was proposed following the poor results at the baccalaureate exams in the last two years, when less than 50% of the students took these exams. An advocate of the vocational baccalaureate, the education minister Ecaterina Andronescu says the methodology for this new form of examination has already been drawn up. Moreover, the young people taking this exam don’t need special training because there will be no extra subject to study for their exam. The vocational baccalaureate is seen as a new form of completing high school education for young people who do not wish to go to university.
High school graduates may thus choose between taking the national or the vocational baccalaureate. The former allows them access to higher education, while the latter only allows them access to the labour market. A graduate of the former may at any time sit the national exam. According to the law, the exam for the vocational baccalaureate brings no changes to the curriculum and takes place before the written tests that are part of the national baccalaureate exams.
The vocational baccalaureate consists, under the new law, of two exams: a project and a practical test, and a written test in entrepreneurial education. Under-financed in the last two decades, the education system in Romania is becoming worse and worse. The numerous and frequent amendments to the education law in recent years have not helped, being criticised by teachers, parents and students alike.
