BUCHAREST-WASHINGTON, A SECURITY STRATEGY DECISION 05/02/2010

Romania’s Higher Defense Council has approved the proposal of the US regarding Romania’s participation in the US anti-missile defense system. Planned since 2006 by the former Bush administration, the system aims at protecting NATO members from a potential attack from unstable and unpredictable regimes such as Iran or North Korea. The initial structure, however, only covered a small area of Western Romania. The new deployment, created by current US president Barack Obama, guarantees protection for the entire Romanian territory against potential intercontinental or medium-range missile attacks. Romanian president Traian Basescu is the head of the Higher Defense Council and a firm NATO supporter. He gave his first reaction to the news:

“The decision that we have made is extremely important in strengthening the partnership with the US, but the most important thing we have achieved today, following lengthy talks with our US partner, is Romania’s future increased security level. This is our greatest victory.”

Like most Western allies, Basescu felt the need to mention that the new system was not designed to target Russia. Analysts add that the initial project, whose initial nexus would have been Poland and the Czech Republic, was abandoned in September of 2009 after it came up with Moscow’s opposition. Described by the Americans as much more mobile and less costly, the new system is geographically closer to Iran. According to our correspondent in Washington, by 2011, the Pentagon will deploy missile-detecting craft on the Black Sea.

A land system will also be installed by 2015. Bucharest will host bilateral talks for the closure of the required agreements, which will have to be ratified by Parliament. A favorable vote is already a certainty. Both the government coalition, made up of the Liberal Democrat Party and the Democratic Union of Ethnic Hungarians, as well as the Social-Democrat and Liberal opposition have hailed the decision of the Higher Defense Council. This all goes to confirm that national security and foreign policy take precedence over partisan interests.
