A New Type of Baccalaureate |

With a graduation rate below 50% since video cameras were installed in the exam rooms, in the past two years the baccalaureate has turned into a difficult trial for high-school graduates in Romania. Starting next year, though, new rules will apply, which is going to impact the number of those who will manage to pass the exam. More specifically, candidates will no longer have to take the same exams, and a different baccalaureate for those who do not wish to go further, will improve the graduation rate.
At least this is what Education Minister Ecaterina Andronescu believes.
Ecaterina Andronescu: “This is a matter of choice for pupils and their families. If they decide to further their education, then they will have to take the national baccalaureate just like before. If not, if they want to find a job, then they will take the vocational baccalaureate.”
The new change occurring in the national education system was passed by the Senate early this week. According to the law, the vocational baccalaureate exam does not change the content of the high-school curriculum. Those who opt for this type of baccalaureate will have to take a practical test and also to present a project, adding to the written examination on entrepreneurial education. If, later, somebody who has passed the vocational baccalaureate exam wants to attend the higher education system, then they will have to take and pass the national baccalaureate.
The vocational baccalaureate diploma provides a finality for those who want to enter the labour market right away and, at the same time, it’s a good opportunity to test their skills, the Education Minister also says. The opposition senators voted against the new regulations. Here is the leader of the liberal democratic group in Romania’s Senate, Cristian Radulescu.
Cristian Radulescu: “The current provisions of the education law cover all situations. There is the theoretical baccalaureate, which allows for access to higher education. There is also the certificate for those who went to high school for one, two years or who attended a vocational school; they can just get a job. Then, there is technical baccalaureate, which is provided for in the current law as well.”
That is why the opposition has termed the measure as useless, taken for political reasons and violating international regulations, such as the Bologna educational process.
