Conferinta Comitetului Militar al NATO de la Sibiu, 2012 NATO’s Military Committee Conference bringing together the Allied Forces’ Chiefs of the Defence came to an end on Sunday in Sibiu, central Romania, with the election of the new Director General of the International Military Staff. The Committee decided that General Jurgen Bornemann would replace Air Marshal Sir Christopher Harper of the United Kingdom. Last weekend the Chiefs of Defence of NATO’s 28 Member States tackled the challenges of the wider security environment and ongoing allied operations.

According to a press release made public by the Romanian Ministry of Defence, the first point on the agenda of the conference was discussing evolution patterns of global security and carrying out an analysis of latent security threats. Supreme Allied Commander Operations, Admiral Jim Stavridis, Commander of NATO’s International Security Assistance Force (ISAF), General John Allen outlined the security context in Afghanistan.

The two officials announced that the Afghan National Security Forces would total 352,000 members in the next few weeks, thus being capable of ensuring the security of three quarters of the country’s population. “The conclusions of the conference, grounded on the participants’ consensus, will play a major role in the final decisions of the Meeting of Ministers of Defence, to be held at NATO’s Command in October”, the press release also reads.

Moreover, the issue of developing NATO’s long-term strategy regarding NATO’s involvement in the Western Balkans was at the heart of a lecture given by Ambassador Robert Cooper, the former EU Chief Negotiator on Western Balkans. The Alliance’s Chiefs of Defence reiterated their support for the NATO-led international peacekeeping force (KFOR) NATO operations in Kosovo aimed at establishing a secure environment in Kosovo, also highlighting the need to come up with a sustainable political decision.

This was the first meeting of NATO’s Chiefs of Defence under the current format following the Chicago summit this year, and the first ever to be held in Romania. Romanian Defence Minister Corneliu Dobritoiu on Saturday said that “in theory” Romania would withdraw its military forces deployed in Afghanistan starting in the second half of 2013, whereas the schedule of the withdrawal is still under debate. Furthermore, The Supreme Defence Council in Bucharest decided in June that Romania would deploy 3,390 soldiers in cross-border operations next year, which is 246 soldiers less than in 2012.
