scoalaThe measure is stipulated in an executive order issued by the Government late last year. The new Education Minister, Daniel Funeriu, has explained to union leaders that the predicted job cut will boost the quality of the education system and will serve the best interests of students in Romania. Talks between the Ministry and trade unions began after the ones held between the Government and school inspectors, in which the latter suggested which job should be cut. However, not all their recommendations were to the Government's liking. Daniel Funeriu, the Romanian education Minister, says:

“Some of the measures proposed by the inspectorates were accepted and sent to other inspectors for further analysis, while others, which we believe would not have been beneficial to students, were not accepted by the Ministry. All the measures that will be taken will be aimed at securing a proper education system for the children. The Ministry will gather and analyse all the data sent by inspectorates, and when we have exact figures, we will decide which of these measures to put forward for public debate.”

A final decision on the matter of eliminating 15,000 education jobs will be taken by the end of the week. However, it will only take effect starting September 1st of 2010. The unions have yet to be convinced that the job cuts would truly benefit the education system. They believe this order is unconstitutional, in that it infringes on their rights, and absurd, and want it changed. According to Gheorghe Isvoranu, President of the Spiru Haret Union Federation, this executive order will not lead to a better education system, but rather meet the need to cut personnel expenses. “Inspectors general came up with a series of propositions. Not all of them are beneficial; many don't imply an increase in quality. For example, eliminating some optional classes limits the students' choices. Merging classes, and increasing the number of students per classroom, are no solutions. We will demand that the modification of Order 114 be made taking into account the way in which these job cuts are made. These measures are not really aimed at improving the quality of the education system, but rather at reducing expenses.”
The good news for teachers who will keep their jobs is that no wage cuts will be made this year.
