The Alliance for European Integration in the Republic of Moldova, the winner of the parliamentary elections held in the neighbouring country in summer, has made a series of proposals to the Party of Communists in opposition, in exchange for getting their support for the Democrat candidate, Marian Lupu, for the position of president.


The package of 12 proposals submitted to the Party of Communists by Marian Lupu, the leader of the Democratic Party and the sole presidential candidate in the Republic of Moldova, has been endorsed by all parties in the ruling coalition and is an offer of political compromise. The proposals include issues which have frequently been mentioned by communists, such as maintaining military neutrality and consolidating the Republic of Moldova’s statehood, by addressing the issue of the breakaway region of Transdniester. If maintaining neutrality actually means that no procedures will be started for Moldova’s accession to NATO, consolidating statehood and fighting irredentism are provisions which try to assure the communists that there will be no risk of unionism in the Republic of Moldova.


The idea of reuniting the Republic of Moldova ( a former Soviet Republic with a predominantly Romanian speaking population) with Romania, which enjoyed wide support in the 1990’s, was one of the causes which led to Transdniester’s breaking away. During the communist mandate of president Voronin (2001-2009), it was equally the strongest argument used by the then authorities to isolate the Republic of Moldova from Romania. The Democrats’ package also includes proposals which try to convince the communists that nobody intends to monopolise power or control state institutions. Marian Lupu mentions two of those proposals:


”Passing the law on parliamentary opposition assures all parties that they stand equal chances in parliament and its activities. There is another provision referring to the right of the parliamentary opposition to designate the leadership of the Court of Accounts and of the Central Electoral Commission.”



Another proposal made by the Alliance refers to the reform of the public audio-visual sector, for any political influence to be removed in the process of designating the members of the Co-ordinating Council of the Audio-visual and the Council of Observers at the state run Company Teleradio Moldova, which is currently controlled by the Party of Communists. To win the election scheduled for December the 7th, Marian Lupu needs the votes of 61 MPs. The Alliance for European Integration holds 53 seats in Parliament and needs the support of at least 8 communists for the head of state to be elected. If no agreement is reached this time, early parliamentary elections will be held in the Republic of Moldova. The interim president of the Republic of Moldova, Mihai Ghimpu has however warned that he might initiate procedures to reduce the quorum which is needed to designate the head of state, from two thirds to a simple majority, if Marian Lupu is not voted by the communists.
