EU members, which have intensified their austerity plans at a time when the debt crisis is deepening, adopted a Pact for economic growth and employment worth 120 billion euros. The decision was taken at the European Council held in Brussels amid economic challenged faced by the entire Union. EU president Herman van Rompuy said the eurozone leaders agreed to take serious steps towards a “genuine economic and monetary union”, expected to become functional within the next 10 years.
Van Rompuy added that the Union’s main objective is the consolidation of the euro, which has come under serious threat of late. Attending the Council meeting, Romanian Prime Minister Victor Ponta said that Romania would not see cuts in European funds between 2014 and 2020. Ponta also said that Romania secured more flexibility in the allocation of funds from one operational programme to another, within the establisehd threshold.
However, he warned that Romania, often criticized for the low rate of European funds absorption, will have to correctly identify its priorities related to investments in order to generate economic growth and employment. On the other hand, the conflict between the Prime Minister and the president over who should represent Romania at the EU meetings, a conflict which broke out just before the European Council, continues to make local headlines. The two officials have again commented on the issue, which is widely viewed as the pretext of a new political battle. Prime Minister Victor Ponta:
Victor Ponta: “I will always observe the decisions of the Constitutional Court. However, I believe that the president must also observe the decisions of Parliament and of the government. I want us to find an institutional way of solving our conflicts.”
President Traian Basescu had this:
Victor Ponta: “This is the first time in 22 years that a prime minister has assumed the president’s prerogatives without being mandated by the former. I would even go as far as saying that this is a case of illegally assuming the prerogatives to represent the state.”
Each of the two officials stand firm on their positions, each invoking the decisions taken by two of the state’s fundamental institutions: Parliament and the Constitutional Court.
