Romania and Black Sea Cooperation

Traian Basescu Heads of state and government met in Istanbul on Tuesday, for the summit marking 20 years of cooperation of Black Sea states. The officials adopted the agenda for consolidating partnerships within the organization, thus boosting economic growth in the Black Sea region in the period ahead. Ranking high on the summit’s agenda were an analysis of the organization’s activity and its relations with the EU. Attending the summit, Romanian president Traian Basescu said OBSEC (the Organization of the Black Sea Economic Cooperation) needed genuine reform, but also a more flexible decision-making structure that may help implement projects in key cooperation fields.


The Romanian official highlighted the fact that the Black Sea region had underwent some radical changes in the past 20 years, including frozen conflicts in some member states. President Basescu also brought the Black Sea Synergy back to the fore, a project backed by Romania.


Traian Basescu: “We’ve brought up the Black Sea Synergy – a project fostered by Romania and adopted by the EU, targeting three areas of major interest for the European Union – the environment program, the transports program and the energy program. The EU has handed out responsibilities as follows: Romania will be in charge of the environment program, Greece will manage the transports program while Bulgaria will handle the energy program”.


Traian Basescu also referred to energy projects that Romania supports. He said that the feasibility study for the AGRI pipeline, designed to connect Azerbaijan, Georgia and Romania’s national pipeline networks is close to completion and that our country would be satisfied with the shorter version of the Nabucco pipeline, whereby the EU plans to curb Europe’s dependency on Russian gas imports.


The Organization of the Black Sea Economic Cooperation has launched two large-scope projects aimed at showcasing the region’s ability to mobilize resources and political will, said president Basescu, referring to the Black Sea’s water mains and the Black Sea ring highway. President Basescu added that although the projects are still in their incipience, Romania was interested in seeing them finalized.


OBSEC is the oldest institutional structure for cooperation in the Black Sea Region. It was founded in 1992, when leaders of 11 states, Turkey, Romania, Bulgaria, Russia, Ukraine, the Republic of Moldova, Albania, Georgia, Azerbaijan, Armenia and Greece signed the Bosphorus Declaration.
