A NEW ATTEMPT TO FORGE A GOVERNMENT 10/11/2009

The upcoming presidential election makes politicians in Romania see everything through an election perspective, while its protagonists are fully aware of the fact that any compromise would be perceived as sheer weakness by the electorate. Romanian president Traian Basescu wasn’t discouraged by the failure of the first person he designated, the economist Lucian Croitoru, to form a new cabinet, but has made a new nomination. He designated the Liberal Democratic mayor of Bucharest’s Sector 3, Liviu Negoita to form the government.


Negoita hopes MPs will show responsibility and take into account the fact that Romania’s main creditors, the International Monetary Fund and the European Commission, will not make further payments unless a new government is in place and the budget bill for 2010 is passed. For the time being, only the Liberal Democrats and the group of independent parliamentarians made up of Social Democratic and Liberal defectors seem to have paid heed to Negoita’s arguments. The parliamentary majority is dissatisfied that the new cabinet line-up proposed by Negoita features some of the same names on Croitoru’s list which have already been rejected by Parliament, including veterans of the Boc government or independents close to the Liberal Democratic Party.


The only new names proposed by Negoita are not seen as very convincing by the opposition: the unknown Cristian Ieremie for the Health Ministry, the former Social Democrat Gabriel Oprea for the Interior Ministry, a position he held earlier this year but had to give up following a scandal, and Valeriu Tabara, a former minister in a 1990s left-wing cabinet on behalf of an anti-Western political group for the Agriculture Ministry. “A makeshift government” headlines the daily paper Romania Libera. But here’s the Liberal vice-president Varujan Vosganian referring to Negoita government:


“From the Liberal Party’s point of view, this is only a sample of president Traian Basescu’s stubbornness and lack of imagination.”


Along the same lines, the Social Democrat Victor Ponta points out:

“It is very clear that Mr. Basescu is practically captive and very loyal to this group of people and that he relies on them to the very end in order to obtain, through any means, the necessary votes on November the 22nd and December the 6th.”


Mircea Toader, the leader of the Liberal Democrats’ group in the Chamber of Deputies is confident that Negoita’s cabinet will get the vote of investiture in Parliament.


“The delay in the creation of a new stabile government able to solve urgent issues relating to the IMF loan compels us all to be more responsible. Otherwise, we’re making a very dangerous political decision.”
