PROTESTS BY ROMANIAN FARMERS 29/10/2009

Several hundred animal breeders from Romania took to the streets of Bucharest on Wednesday in front of the Agriculture Ministry, the Government and the Presidency to protest against the state’s inability to grant the promised subsidies. According to the farmers, belated payment will cause the sector to go bankrupt. In a first phase, the protesters’ negotiations with the interim ministers of finance and agriculture, Gheorghe Pogea and Radu Berceanu respectively, reached a stalemate, after the officials’ suggestion that the payment be spaced out had been rejected by the farmers.

Subsequent discussions with the head of state, Traian Basescu, did have some results as the president explained to the farmers the real situation: namely that there aren’t funds available in the budget for the full payment of subsidies, which cannot be ensured from European money. What the authorities can do though is to earmark part of this subsidies in the first half of November and the government pledges to find a solution to the problem by year end. “Subsidies have always come in two installments, and if you remember, in 2007 and in 2008 we had the same situation. This year we are going to grant these subsidies in two installments, as this is a special year in which meat and milk had very low prices. And the only thing we have to do is to increase a little the first installment.”


In the meantime, the interim, pro-presidential Liberal-Democratic government has approved the disbursement of subsidies of 44 lei for each sheep or goat, of which the first installment of 15 lei is due to be paid beginning November the 2nd. A first installment of 200 lei of a total 571 lei subsidy per animal is to be deposited in the accounts of bovine breeders at about the same date. As they don’t have any confidence in the promises made by the authorities, animal breeders have threatened to take to the streets again each Wednesday until they get their money.


Good news came from Brussels though, as the European Commission has authorized the member states to provisionally grant aids of up to 15 thousand euros to farmers. So every farmer wil benefit from 15,000 euros once until the end of 2010. Part of an anti-crisis package, the measure is aimed at stabilizing the farmers’ incomes in all sectors, including milk producers. Brussels last week announced an additional financial aid of 280 million euros for milk producers. The European Commission has also decided to enlarge the range of dairy products included in the ‘School Milk Scheme‘ and the range of categories of people to benefit from the programme.
