The Prime Minister designate Lucian Croitoru has taken the expected next step in the democratic process of forming a new government and has made public the names of his cabinet ministers. With 14 ministries, the new cabinet is smaller than the previous one. A former advisor to the National Bank governor, with no political affiliation, but very little known by the Romanian public, Lucian Croitoru was entrusted by president Traian Basescu with the almost impossible task of convincing a hostile parliament to approve his minority government.


Croitoru believes, however, his cabinet stands very good chances of getting Parliament’s vote because, he says, law makers will judge things first of all from an economic and financial perspective. But can we speak about a new government when half of its seats are occupied by former members of the Boc government which fell recently following a no-confidence voting? In the opinion of the vice-president of the pro-presidential Liberal Democratic Party Cezar Preda, Lucian Croitoru came up with a very good line-up for the cabinet:


“I am very proud of the people Mr Croitoru has gathered around him in these difficult times. They have a great responsibility. This cabinet has all the votes of the Liberal Democratic Party. I hope there are other people, other parliamentarians, who understand the situation and will vote alongside us.”


Croitoru’s list does not feature controversial names such as that of the former tourism minister Elena Udrea, a close ally of president Traian Basescu, but includes instead a number of specialists such as Bogdan Aurescu, whose name is connected with Romania’s winning the trial over the Serpent Island at the Hague, and Florin Saghi, a home affairs advisor at Romania’s European Union representative office. Nevertheless, the parliamentary majority claims the best man for the job of forming the government is the Sibiu mayor Klaus Johannis who wants to create a government of specialists. The left-wing Social Democratic Party, the right-ring Liberal Party, the Democratic Union of Ethnic Hungarians in Romania and the group of ethnic minorities all support Johannis’ nomination. The Social Democratic leader, Mircea Geoana:


“Our position is very clear: Mr Johannis and the majority that supports him are justified, in moral, democratic, constitutional and political terms, to go ahead with this proposal, but, naturally, we have to obey the rules of the game.”


The political parties of the new majority have already announced that they will vote against Croitoru’s cabinet in Parliament. The political analyst Cristian Parvulescu sums it up:


“It’s more than likely that Croitoru’s cabinet will be rejected by Parliament, which means that Boc’s caretaker government will remain in office until after the presidential elections.”
