Caught between the crisis rocking the national government and external pressure over the ratification of the Lisbon Treaty, Polish President, Lech Kaczynski, has found time to make a visit to Bucharest to sign a strategic partnership.

Bucharest and Warsaw have similar stances regarding regional issues and the the Lisbon Treaty’s entry into force, the future structure of the European Commission and the regional issues, Traian Basescu said Wednesday at the end of the talks held in Bucharest with his Polish counterpart, Lech Kaczynski. The two officials signed a strategic partnership declaration, a document sanctioning political cooperation in the fields of security, energy and sustainable development, agriculture, regional development, transport and climate change.

Although eagerly awaited by the mass media, the Polish President didn’t make an announcement regarding the ratification of the Lisbon Treaty; according to the latest information, this will happen on Sunday. Poland and the Czech Republic are the last states not to have adopted the Treaty, which reforms the European institutions. Benefiting from its favourable position, Warsaw might support the appointment of a Romanian as Agriculture Commissioner, something Bucharest has been aspiring to.

The Polish President underscored in Bucharest that his visit takes place following the modification of the American policy towards the Central European countries, namely the decision of the Obama administration to cancel the anti-missile defence shield project in Poland and the Czech Republic. The decision has drawn criticism from the two countries, some accusing Washington of abandoning the project in order to appease. The issue is likely to be approached during American vice-president Joe Biden’s tour of the Czech Republic, Poland and Romania, scheduled between October 20th and 24th .
