The health-care system in Romania is disastrous, according to the Romanian Academic Society’s survey of the pharmaceutical market and policies. Health is in a coma-the daily paper ZIUA headlines bitterly, starting out from that survey. The paper says that there is no more money for medicine or medical services and in 2009, health-care has the smallest budget in the last 9 years, by 30% smaller than in 2008.
ZIUA quotes the Society’s survey as saying that the access to medicine continues to reveal big discrepancies between villages and towns, between the poor and the other people. Euro Health Consumer Index ranks Romania last but one-ROMANIA LIBERA headlines saying that this country is only followed by Bulgaria. The paper also writes that Bucharest has been criticized by the experts who worked out the index for taking no interest in solving easy problems of the health-care system such as establishing the patients’ basic rights or in e-Health, for which Romania got the smallest number of points of all states. The health-care system in Romania is worse than the Albanian one- the paper GANDUL says.
Romania comes 32nd of 33 European countries in Euro Health Consumer Index, while for the second year running, Holland has turned out to be the country with the best health-care system of the 27 EU member countries. Holland is followed by Iceland, Austria and Switzerland. Bribe-giving in hospitals continues to be a big problem-COTIDIANUL says. The paper quotes the research director of Euro Health Consumer Index, dr. Arne Bjornberg as saying that informal payments which patients are expected to make are still a serious problem and an obstacle in the way of a health-care system based on equity.
Romanian health-care officials also admit that the health-care system fares ever worse-EVENIMENTUL ZILEI writes. The president of the National Health Insurance Authority, Irinel Popescu has warned that in September there will be no more money in the system and that is why, he has proposed a commitment loan of about 670 million euros and the increase of contributions to the health insurance fund to 6-7%. EVENIMENTUL ZILEI also says that officials also plan to curtail the minimal package of services to those insured and to broaden the basis of payers.
