Bogdan Aurescu recalls in the interview the most important moments in this experience, which he sees as a challenge from both a personal and professional point of view, as well as in terms of physical and psychological boundaries, but which ended with a positive result: 80% of the disputed surface area, accounting for 9,700 square km, are to fall under Romania’s sovereign jurisdiction.


“It was a very important experience which I believe raised Romania’s profile and that of our international law school”, Aurescu is quoted by the paper as saying. He also denied the information circulated by the former Ukrainian foreign minister, Boris Tarasiuk according to whom the final result of the trial in the Hague is very similar to the Russian proposal made in the 1980s, when the Serpent Island was part of the former USSR. “This is simply not true and probably a case of the grapes being sour if you can’t reach them”, says Aurescu and goes on to explain: “the most advantageous proposal made by the former USSR in 1987 would have granted Romania 4,000 square km of continental shelf and exclusive economic areas in the contended area.

The court in the Hague, through the border it created on the 3rd of February 2009, granted Ukraine only 2,500 square km, so it is clear that the ruling was much more advantageous for Romania than any proposal ever made by the former USSR or Ukraine in the 40 years since negotiations started, in 1967.” Romania’s strategic priorities as a NATO member and its relationship with Washington were also tackled in the interview given to the daily paper Ziua by Bogdan Aurescu in his current capacity as a state secretary for strategic affairs with the Foreign Ministry in Bucharest. “Romania is interested in the security issue in the Black Sea, says Aurescu, both as a Black Sea country and because of the geo-strategic importance of the region we call in political-diplomatic the extended Black Sea area, and as EU and NATO member.”


Analysing the relationship between the United States and Romania, Bogdan Aurescu believes “it has seen constant progress. The American administration is reconsidering its positions both in administrative terms and in terms of its policies. Nevertheless, the dialogue between the US and Romania in the first half of this year was very intense”. The two states have several concrete issues on their common agendas, says Aurescu, such as cooperation within various international organisations and Romania’s entry into the Visa Waiver programme.
