One of the sensitive topics of the memorandum bears on the restoration of salaries in 2012. Following the meeting with the IMF, the World Bank and the European Commission delegation on Monday, PM Victor Ponta said that, as of June 1st, public sector employees’ wages will go up by 8% after being cut by 25% two years ago. That was one of the unpopular measures taken by the government in office, led by Democrat Liberal PM Emil Boc, against the backdrop of the economic crisis.
According to incumbent PM Victor Ponta, by the end of this year, public sector wages are expected to reach the level they had prior to the 2010 slashes, in tune with economic output. Ponta said that Finance Minister Florin Georgescu had negotiated a 2.25% deficit target of the GDP for 2012, that is a 0.35% extension and that that percentage was more than enough to ensure the development of projects that the Social Liberal Union cabinet views as essential.
On the other hand, the IMF delegation to Bucharest also took into consideration the commitments of Romanian authorities to long term projects, such as privatization projects and energy price liberalization. During negotiations conducted by Economy Minister Daniel Chitoiu, a new privatization timetable was drawn and the introduction of private management of state-owned companies was established. A timetable of gas price liberalization was also decided.
Economy Minister Daniel Chitoiu said that the gas price would not increase this year, either for industrial or private consumers, but he added that that would be the case as of next year. Chitoiu pledged to renegotiate all bilateral contracts of the company Hidroelectrica. The European Commission suspects the latter of purchasing or selling electric power to several traders at preferential prices and thus of violating EU norms regarding state assistance.
The agreement with the three international institutions, totaling 5.4 billion euros, was concluded in March 2011, as an extension of the 20 billion euro program implemented between 2009 and 2011.
