In terms of procedure, things are drawing to an end. The letter in which the Government in Bucharest announces its intention to take responsibility for the law on the single payment system for state employees, the law on restructuring government agencies and the education law, has been submitted to Parliament. According to PM Emil Boc, the Government has considered the stand of trade unions and employers’ associations, in drawing up the salary law:

"This may be a good law, because it is intended to tackle the injustice in the system. It’s difficult to please everyone when there is so little money. But I assure you that money has been fairly split, based on two important principles that I have mentioned before: no one will lose any of their current revenues, after the new law is applied, and they all keep what they have, including those working in the justice system. We will have a single salary law, and that is why we have been and will be willing to discuss it with the social partners. Drawing up the law has been a very transparent process and we have regularly met to discuss it.’’


But trade unions disagree with PM Boc and have threatened with protests. They are unhappy with the single salary system and say they don’t understand the Government’s haste to assume responsibility for it, given that it will only be enforced in 2011. Vice president of the Alfa Trade Union Confederation, Petru Dandea:

"Unfortunately there are salary differences among professional categories in the public sector, depending on the institution or the sector they work in. We believe the right solution would be to submit the three laws to Parliament for debate, particularly the law on the single payment system, on which we don’t agree with the PM."

As regards the education law, it has set compulsory education at 11 years. The high school graduation exams will include three tests. The state will open a bank account for any newborn, worth 500 euros, that will be used for education purposes only. The law is the outcome of political, rather than technical negotiations between the two parties that make up the government coalition, the pro-presidential Liberal Democratic Party and the leftist Social Democratic Party. The bills initially supported by the two parties were divergent, which has made political analyst Cristian Parvulescu say that 'education becomes the prisoner of short term political interests.'
