STEPS TOWARDS THE DEMOCRATISATION OF THE REPUBLIC OF MOLDOVA 10/08/2009

The four pro-western opposition parties in the Republic of Moldova have signed an agreement for the setting up of a governing coalition “The Alliance for European Integration”. The decision might end the Communist regime that has been in power for eight years. The opposition is made up of the Liberal Democratic Party, the Liberal Party, the Alliance Our Moldova and the center Democratic Party. The last party entered Parliament thanks to its new leader, Marian Lupu, ex-speaker of the Parliament in Chisinau who resigned from the Communist Party. The four parties hold the majority in Parliament following the early elections of July 29th, with 53 seats out of a total of 101 seats; therefore they can elect the President of Parliament and the Prime Minister, with 51 votes. But to elect the head of state, other than the current president Vladimir Voronin, who is not allowed to run for a new term, at least 61 votes are needed.


Thus the Alliance needs at least 8 more votes which the Communists are willing to grant under certain conditions. The Alliance leaders have announced they will start negotiations with the Communists’ representatives once the holidays are over. Coming back to the document signed by the four parties it’s worth mentioning that it includes the targets of the governing coalition. At domestic level targets include: re-establishing the rule of law, overcoming the social and economic crisis and boosting economic growth, decentralization and local autonomy. At external level, priorities refer to the negotiation and signing of the association agreement with the EU, the promotion of strategic partnerships with Russia and the US, and re-establishing and consolidating relations of good vicinity with Ukraine and Romania.


The Alliance leaders have announced that once they are in power they will eliminate the visas imposed on the Romanian citizens after the controversial legislative elections held on April 5th and won by the Communists. Their fraudulent victory led to street protests that degenerated into violence, the Presidency and Parliament headquarters were stormed and protesters were abusively arrested. The opposition subsequently boycotted the vote in parliament for the designation of the new president, which forced the acting president to dissolve Parliament and call for early elections.
