“Rabla” Car Scraping and the Green House Programs Continue

Rabla The “Rabla” car-scrapping program will run again in 2012, although funds allocated by the government, through the Environment Ministry, have seen hefty cuts. They were slashed by 75% as compared to 2011, when the total sum allotted went over 100 million euros. This year, the money will be used to scrap 30 000 cars at the most. Environment minister Lazlo Borbely said that the previous selection criteria for car scrapping would remain in place. Therefore Romanians who own cars older than 10 years can trade them in for a maximum of 3 vouchers, each worth around 870 euros, which they should use to purchase a new car. Minister Borbely:


Lazlo Borbely: “I hope we can start the program in three weeks’ time. Since 2010, when we changed the system, we have managed to scrap more than 300 000 old cars – actually, with these vouchers people could buy around 100 000 new cars”.


Minister Borbely added that the budget would be subsequently increased depending on the evolution of the market. In 2011, the government earmarked 450 million lei for 120 000 old cars to be scrapped and for about 40 000 new cars to be bought. In 2010, 190 000 cars were written off through the Rabla program, while 60 000 new cars were bought, of which 26 000 were Romanian-made.


According to the environment minister, in 2012, the revenues to be collected following the payment of this car fee are estimated at almost 140 million euros, three times less than initially forecast. This is due to a 25% drop in the amount of the fee and to the elimination of the car fee on its first sale. Minister Borbely also announced that the “Green House” program for individuals would be resumed in 2012. 90 million lei have been allocated for this purpose. So far 43 000 families have accessed these funds to buy power plants based on renewable energy. They have benefited from state-provided bonuses worth 1370 euros or 1800 euros.
