Incumbent president of the former Soviet Republic of Moldova with a majority Romanian-speaking population, communist Vladimir Voronin has dissolved Parliament and has called early elections. The measure was mandatory under the Constitution, after the Parliament elected on April 7th had failed twice to elect the head of state, following the liberal parties’ boycott.


The future ballot will be held on July 29th, on Wednesday, an uncommon election day, which stirs the opposition’s suspicion that the communist rulers will try to taint the results again. Voronin replies that the opposition aims to throw the country into chaos.. Before the start of the new elections, the communist majority has imposed the reduction of the electoral ceiling to 5% and the turnout from 50% to one third. In exchange, the communists have disregarded the proposals of the opposition basically providing for an equal access to public radio and TV stations.


Since they were not allowed to form an electoral bloc, the three pro-Western parties have announced that each of them will have its own list. Whereas after the elections held in April, the EU avoided criticizing sharply the irregularities of the voting process or the authorities’ abusive actions against the anti-communist protesters, now, it wants guarantees that the future elections will be fair. In a document adopted at Romania’s request, the EU foreign ministers have firmly called on Moldova to stop putting pressure on the independent media, civil society organizations and parties and to investigate the cases of human rights violation reported in April.



Moreover, Moldova is warned that the negotiations over a new bilateral political accord will only start when it introduces the visa waiver for Romanian citizens. Visas had unilaterally been imposed for Romanians after the riots in April. Romanian Foreign Minister Cristian Diaconescu:


“It has been decided that the start of the Republic of Moldova’s accession negotiations with the European Union should be related to the lifting of the visas which Moldova unilaterally introduced for Romanian citizens; a second issue which is also extremely important: the authorities in Kishinew are urged to start investigations of the acts of violence and cases of human rights violation reported in that country after April 7th. Moreover, the EU demands that in the forthcoming voting process, the political rights to and freedoms of information, including the equal access to mass media should be strictly and consistently observed.”
