The global economic recession has worsened the cases of basic human rights violations in many regions of the world- Amnesty International warns in its annual report it has recently published in London. The document reads that the escalation of poverty might generate an increase in instability and mass violence, after, in 2008, instances of human rights violations had been reported across the world, in response to global terrorism. Now they are overlooked out of the stringent need to overcome the crisis.
The report makes an X-ray of the human rights situation in almost 160 countries throughout 2008. In the section on Romania, mention has been made of the systematic discrimination of the Roma minority. The Amnesty International director for Europe, David Diaz, shared with Radio Romania’s correspondent his fears that this year, marked by euro-parliamentary elections in June and a presidential election in autumn, the economic crisis might be used by the Romanian politicians to promote populist and discriminating programmes against gypsies.
Mention has also been made of instances of excessive use of force and illegal use of fire weapons by the anti-riot police as well as of instances of discrimination of sexual minorities. Despite the lack of evidence and the repeated denials by the Romanian Government, the Presidency and the Senate committee, that was especially set up to investigate such accusations, the report resumes speculations according to which Bucharest would have been involved in the American programme related to the secret transfers and detention of people suspected of terrorism. As regards the ex-Soviet Republic of Moldova, Amnesty International mentions the perpetuation of cases of torture, mistreatment and discrimination, and the fact that the perpetrators of such acts “enjoy impunity because of an unfair and inefficient investigation system, as well as because of the lack of a political will to sentence them”.
Under the communist regime in Chisinau, the “police and the authorities continued to restrict freedom of expression”. Furthermore, although laws were passed that are formally stricter in terms of observing civil liberties, an increase has been reported in the number of police forces present at demonstrations, the number of detainees and the cases of use of force by the police”.
