The nuclear test conducted by North Korea on Monday is the second one after that of 2006, following which the Communist regime in Pyong Yang was condemned by the UN Security Council. The United Nations then called on the North Korean regime to immediately put an end to such experiments and no longer conduct others in the future. As if the 2006 Security Council resolution had never been issued, the North Koreans carried on their nuclear programme which they say will guarantee “sovereignty, socialism, peace and security in Korea and in the region”.




The apparent motivation for Pyong Yang's defiance of the international community is the condemnation by the UN of several military exercises recently conducted by North Korea.



Experts believe, however, that the communist regime, which is now on the verge of collapse, is using the nuclear threat to force the West to provide it with financial and energy aid.




This strategy has proved successful ever since the early 1990s. The new nuclear test conducted by Pyong Yang has triggered vehement reactions all over the world. US President, Barack Obama has called on the international community to take firm measures to curb the North Korean nuclear ambitions, and has described the nuclear test as a threat to peace and security.




He said the US intended to strengthen co-operation with South Korea, which so far has been only an observer to the American initiative against the proliferation of mass destruction weapons. After this second test, and under Pyong Yang's threat that its joining this initiative would be considered a declaration of war, Seoul decided to take the chance and become a partner in the American project. The UN Security Council, which previously imposed sanctions on the North Korean regime, has also officially condemned the nuclear test.



Russia and China, Pyong Yang's traditional allies, have expressed their firm opposition to this test, and have called on the North Korean regime to stop such actions in the future. EU foreign policy chief, Javier Solana, has described the test as an irresponsible act of the North Korean communist regime, while the foreign ministers of 43 states from Asia and the EU, attending a summit in Hanoi, have condemned the test which they consider a blatant violation of the international accords concluded by North Korea.
