Five Years in the EU

Parlamentul European de la Strasbourg On January 1st 2012 Romania celebrated the fifth anniversary of its accession to the EU, next to Bulgaria. Since then, the country has representatives in all European institutions, while its citizens have all the rights of European citizenship, including free movement and the right to work in other community states.

At the same time, Romanian has become an official EU language. The newest members of the community, however, do have some reasons for disappointment, mainly related to the strict observation under which they are kept. As for European funds, Romania has 32 billion Euro earmarked for the 2007-2013 period. Until February 2011, Bucharest absorbed a mere 2.5 billion. This money allowed Romania and Bulgaria to modernize their infrastructure, even though the complicated procedures and the difficulties of co-financing have delayed many a project.

In order to speed up the absorption of European funds, Romania has set up a ministry of European affairs, whose purpose for 2012 is to absorb six billion Euros. The contribution to community funds between 2007 and 2013 is estimated at 7.2 billion Euro. Romania’s EU member status has brought with it many changes, but, according to The Economist, radical changes cannot be noticed. The publication warns that Romania should buckle up for 2012, which may be more difficult than anticipated.

The effects of the sovereign debt crisis for the Eurozone, difficulties in getting loans and the obligation to start paying back the IMF loan make 2012 a difficult year for the country. Moreover, the budget is based on estimates that are way too optimistic, reads the magazine. They also claimed that the positive growth forecasts can only be applied to a very short period of time.
