Crin Antonescu la Radio Romania Actualitati The Social Liberal opposition in Bucharest will support a plan to amend the Constitution in order to implement the new European financing agreement. They do, however, demand involvement in the negotiation process.

The new EU intergovernmental agreement could be signed in February, earlier than planned. Leonard Orban, the Romanian Minister for European Affairs, announced this in Bucharest. Orban also said that the document, initially named Fiscal Agreement, would be renamed Economic Financing Agreement. This is a key issue, Orban said, because eliminating the word “fiscal” would make more states sensible towards tax harmonization.


The Romanian Minister added that the agreement would allow for the participation, in one of several forms, of non-Eurozone EU countries as well, Romania included. One option is that these countries become involved immediately after the agreement is signed. Another option is for non-Eurozone EU members to benefit only from partial participation, which would mean compliance with some of the stipulated measures alone.


A third option is that these countries only be allowed to enforce the agreement after they join the Eurozone. According to Leonard Orban, Romania can immediately apply the entire treaty or a large part of it. He added that Bucharest has contributed to the consolidation of economic governance not only as an associate, but also as a participant in negotiations. Although in open conflict with the government, even more fervently as next year’s elections are getting closer, the opposition says it will not stand in the way of Romania’s adopting this agreement.


The Social Liberal Union has accepted an initiative to revise the constitution in order to include the stipulations of the new agreement. Nevertheless, parties in opposition demand involvement in the negotiation proceedings. Liberal leader Crin Antonescu has said to Radio Romania that the country needs to pay attention when negotiating the clauses and stipulations of such a document.



Crin Antonescu : “Europe, the EU and most member countries can’t go their way, and Romania its own way. We need to go with the flow, so we have agreed to participate in the negotiations, so as to see what we can ask for, to benefit Romania or to avoid constraints.”


Romania, represented by President Traian Basescu, declared itself in favor of signing an intergovernmental agreement by March 2012. This document will mainly stipulate balanced budgets and economic policy coordination at European level.
