Emil Boc si Anca Boagiu (magistrala rutiera Nadlac-Arad) Romanian roads have always been a headline-hitting event in the Romanian press, especially during election campaigns. Politicians have not always made good on their promises regarding road building. One explanation might be that no more than 300 kilometers of highway could ever be built in Romania. Despite its well-developed network of national roads totaling over 16,000 kilometers, Romania’s flaws are tied to road quality.

More often than not, roads deteriorate shortly after they have been rehabilitated, while authorities are discovered to have commissioned construction works for a price way above the European average. The prospect of any positive change in the field of road infrastructure has been fostered as a political promise with each new governing coalition that has taken the reigns of power. The glittering inauguration of each highway segment brought to completion, although it may boil down to a few kilometers, has always been capitalized on to the fullest.

Attending the recent inauguration of the construction site for the new corridor Nadlac – Arad, which is to link southern Romania to Western Romania, PM Emil Bo said the corridor represents a major cash injection with European and state capital for the Romanian economy. The Romanian official went on to say that the EU will disburse 85% of funds, while the rest is to be shelled out from the state budget. Despite the slow pace of construction works and judicial- or management-related issues, the government will manage to build 123 kilometers of highway by the end of 2011, of which 90 kilometers have already been brought into service. Attending the event was also Transport Minister Anca Boagiu, who said the benefits of opening new highway construction sites will become more evident as the unemployment rate will drop.

Anca Boagiu: “We are making some 3,000 jobs available. Moreover, it is equally important to mention that the European Commission has approved and signed our financing agreements worth some 724 million euros. In November, we are due to sign a new financing agreement worth 250 million euros, which brings allotted figure for 2011 close to 1 billion euros of the 5.7 the Union will disburse for this project”.

Romania has its hopes tied to spending the money before the end of the financial cycle, in spite of initial setbacks linked to the fact that the operational programme for the sector was not approved in 2008.
