FOREIGN POLICY PRIORITIES 22/01/2009

In 2009 Romania will pursue the same foreign policy goals set in 2005, when the current presidential term began, said Romania’s president Traian Basescu at a meeting on Wednesday with the members of the diplomatic corps accredited to Bucharest. A strong supporter of NATO, Basescu said he was ready to work with his new US counterpart Barack Obama to reconfirm the solidity of the transatlantic alliance and preserve NATO’s relevance as a “cornerstone of security”. The Romanian president said he was convinced the European Union can become, following a pragmatic reform, one of the most dynamic factors in building a new international order and finding a solution to the decline of world economy. Traian Basescu:

“I am referring first of all to overcoming the current economic and financial crisis and creating a prosperous and safe environment for Europe’s citizens. I am thinking of both ensuring energy security and preparing Europe to take on a more active role when it comes to tackling climate change worldwide. We need a higher, more operative and more diversified capacity for action. The economic crisis cannot be a pretext to postpone reforms.”

The president added that the recent crisis of the Russian gas is convincing evidence for the need of a powerful cohesion of EU member states over the energy issue. Although the last few weeks showed the lack of confidence between the West and Moscow, Basescu believes that 2008 opened some prospects for Romanian-Russian relations. He said he wished this bilateral relationship to be founded on a “pragmatism beneficial to both states, oriented towards the future, a predictable image of the direction in which we want to take this relationship together.”

The president also said Bucharest has a “moral and historical duty” to contribute to the stability, democratisation and development of neighboring regions such as the Republic of Moldova, a predominantly Romanian speaking state, the Western Balkans and the Black Sea area. Basescu emphasized, however, that the priority at the start of the year is the economic and financial aspect considering the general crisis facing the world. Hence the need to rethink the international financial system, which is no longer adjusted to current realities and to reform the institutions monitoring the world’s economy.
